Someone who doesnt like to spend money. They hold on to what they can get even if its a penny, thus a penny pincher.

A "penny pincher" has difficulty spending money. When he buys something, it is very difficult to pry the money from his hand. He "pinches" the penny so hard that Lincoln's eye pops out.
