It was about a foot and a half tall. Had yellow feet, a black beak, and had feathers that were brown, black, and white- as you can see. It was in my yard in Central New Jersey. I know it eats other birds because it was chasing a smaller bird and they both crashed into my window. The smaller one sadly died and is lying on my neighbors grass. Does anybody know what it is or looks like? Just curious. Thank youu!

That is NOT an owl. The eyes are not nearly large enough.
It appears to be some sort of hawk. I'm looking up what specific type it could be.
The research is pointing to an immature Cooper's Hawk http://www.mbr-pwrc.usgs.gov/Infocenter/i3330id.html
Here is a really good page to help you make sure that the identification is correct. It includes pictures and recordings of the bird's call: http://www.birds.cornell.edu/AllAboutBirds/BirdGuide/Coopers_Hawk.html

It is an immature Cooper's hawk. It's immature because it still has yellow eyes. Adults have red eyes. The size tells you that it is not a Sharp Shinned as they are around a foot tall. Also, the Cooper's has a rectangular head with eyes more forward on it's head. Lastly, is the wider white band on the end of it's tail.
Yes, accipiters eat other birds, doves and pigeons especially.

It is a young coopers hawk. If the tail were straight at the end and it was smaller it could be a sharp shin. It appears to be a coopers though.

It is a hawk. I can't say what sort, since I think it looks like a young bird. Here is a Yahoo image search of hawks:
