In the event that it was and you are a fantasy football novice, I forgive and hand you this key advice. An RB is INFINITELY more important than a QB in fantasy football, AND, in this case it is even more clear as Westbrook is a consensus top 10 RB (some people have him top 6 even this year) and Tony Romo, is a lower tier starter in larger leagues, or a solid backup QB for fantasy this season in smaller leagues. The answer to your question is in every sense of the word a 'no-brainer' and it is an emphatic NO.

Walk away from this trade.
Westbrook is set to the cornerstone of this Philly offense regardless of the QB situation. Tony Romo is not consistent or proven enough to even warrant such consideration. If you need a QB and you are willing to part with Westbrook, look at trading for Brees, Brady, or even McNabb. Hasselbeck and Rivers would also fall into consideration, but not nearly as high.

Romo had a few good games last year...until the other teams got some film on him. Once they knew his style his production dropped.
Westbrook is much better to keep. With the question marks still hanging over McNabb's head, the team will rely on Brian much more.

A 1st round RB for a 6th to 8th round QB. no way! I would ask for a top tier QB (Bulger, Brees, Brady, McNabb) if I were trading away Westbrook.

No a top RB for a middle-of-the-pack QB is a horrible trade. Who is your QB? They all produce nearly the same outsid eof Manning, Brees, and Palmer.
