I haven't been to all of them so don't know which is best. Monterey is pretty good but I prefer Birch Aquarium in La Jolla CA (San Diego). Newer, more variety in exhibits, operated by Scripps Institute of Oceanography staff; more to do in surrounding San Diego area when you are not in the aquarium.

Same as above, but I'll add Atlanta's new Georgia aquarium. It is suppose to be the biggest in the world.
