The problem is when Bush heard the term 'fiscal conservatism" he thought it meant 'physical conservatism'. Thus the reason for spending like there's no tomorrow and abstinence-only health provisions that are counter-productive in preventing the spread of HIV/AIDS. Yes, that must be what happened!
