Look around at women who are of comparable size and shape and make note of what is the norm for the setting you are dressing for.
I've worn a dress in costume, so the scene made the determination. The first time, it was a medieval setting. I got handed something and recoiled, "that's a dress!" Yeah, but it most resembles the attire a man in your position would have worn back then. Of course, for biblical characters, everyone wore a robe, but it had to resemble what was appropriate for the character and setting--even if my costume came from the women's wardrobe closet.
Whatever you think of your legs, you need to know what a woman your size would wear in your place.

well it would all depend on the shape of your midsection and what kind of bra you would be wearing. you don't want to call to much attention to a very straight mid section with a dress that clings low on your waist. and since you say you have nice legs you can go with a shorter skirt . (as long as you shave of course!) if you don't have a shapely middle , as most men do not, then i would stick with a baby doll dress or something of the like. that style tends to have a very high "waist", much higher than that of your natural waist line. it will float away from your body creating a more feminine silhouette.the closer to the bust line the better i think. a food fitting bra with properly proportioned breasts will make the look complete! good luck!
