The tank water level has nothing to do with the level in the bowl. The bowl has a built-in trap (just like under a sink) and will only hold a certain amount of water. Any excess will flow into the sewer pipes. Two things to check. remove the lid to the tank. There should be a small hose from the fill-valve that goes into the overflow pipe. make sure it is directing water into the overflow but not down inside the tube. Most have a clip to hold them above the tube. This is what adds the final amount of water to the bowl after the flush. next, take a bucket and slowly pour a couple gallons of water into the bowl. Mark the water level inside the bowl with a pencil. Check later to see if the level goes down. You may have a cracked trap that is allowing water to escape into the sewer lines.

If you can't live with the water level in the bowl you'll have to change toilets. No adjustment on the level. The amount used during a flush can be adjusted to some degree by the float level setting in the reservoir.

well, there are different types of toilets... well, the internal mechanisms are a little different although they all do the same job. there is a plunger valve that will usually have an arm with a type of float at the end. once the water level is at a certain point, that float will lift up and stop the water from filling the tank. usually you can screw that float farther out of closer in on the arm. that will adjust the amount of water the tank. hope that helps.

Bend the "float arm" very gently, until the toilet fills to a point 1/2 " below the top of the overflow tube.

You don't want the water level high, it sucks when you go to people's houses who have it set too high, and your junk touches the water when you sit down
