There is no definitive answer to this question.

If you take the long view of history, yes they are.

If you take modern definitions then no.

We (portuguese) and the brazillians are not hispanic, which is obvious for someone who knows a little bit of history.

Portugal was created in 1143, Spain was formed in 1492. Do the math, Portugal is 350 years older than Spain.

Your statement saying that the term hispanic is 2000 years old is however, correct. The romans, that occupied the Iberian Peninsula for 400 years, called it, the Peninsula, Hispania, no relation watsoever at this stage with the future nation of Spain, obviously.

But today, well, at least for 1600 years, we, spanish and portuguese can be considered iberian, like our peninsula that is composed of both our countries, but no one uses this term here.
As you might suspect, although we have an amicable relation between countries for some centuries, it is not nice to be called "hispanic" or even spanish like I saw, but I know the americans make some confusions in this geographical and historical aspect, since they are more familiarized with Spain.

In this line of thought, brazillians are not hispanic either since Brazil was created by the portuguese.

NO, Portuguese speak Portuguese, and Brazilians speak Portuguese. How do i know this because i was meant to go to Brazil on holiday, so i needed to brush up on mi Portuguese and i know some people in Portugal and they speak Portuguese

Surely we Brazilians are not hispanic. "Hispanic" means you speak Spanish, and we speak Portuguese.
