China and India wow that would be interesting. The appropriate response is ask the Indians if they need any guns etc. on day 2 ask the Chinese. Dont give either of them the good high tech stuff just the cheap junk they normally sell to us.
We need to let them go broke killing for resources for a while. Then start selling them ethanol.

Bush1 or 2, or Clinton Mk1 or Mk2 might talk about it at the UN while secretly sabotaging both sides command and control computers.
When Britain was a world power (eg when ruled by Victoria and governed by Palmerston) she would laugh from the sidelines, then send a fleet and expeditionary force once it looked like one side might break through to threaten her vital economic interests.

Russia and India are big boys with lots of allies.. I highly doubt they would need our help to be honest...
Most presidents would supply arms to one or both of the sides while staying out of the direct conflict... with Bush.. I don't know what he'd do to be honest.
