Well, anything is possible, but "best" scenario I could imagine still being plausible would be Al-Qa'ida run out of Anbar, with only a few operatives here and there, and the civil war slows to a dull roar with only the occassional bombing and murder, and US casualties would drop from the current 2 or 3 a day on average to 2 or 3 a week, with some weeks where no US soldiers die. Syria will contnue to influence the Sunnis in Anbar, but will try to reign in the number of attacks, and Iran will do the same with the Shiites in Southern Iraq. The government of Iraq will remain weak, but there will be no more massive ethnic cleansing, since most ethnic and religious groups have already seperated.
Mind you, it could be a lot worse, but that is the "best" scenario I can imagine being a reality. I guess that's "victory", eh cons?

We admit we were wrong and that we did the American people a disservice by invading Iraq. Then we completely leave Iraq. Then, if they are lucky, Iraq will have democracy for more than a few months (don't count on it).
You can't help people who don't want to be helped.

And isn't this the actual question. They find their political niche that works for them and their culture. Too the point that no one is able to interfere. We clean up our mess and leave. Though I still don't think we are ever going to leave due to the strategic placement of their country.
