umm......Im going to turn 13 on Sept. 21, and I already wear 38C (bra size). Is that normal?

It is perfectly normal. I know life and school would be a lot easier if we all developed at the same rate but nature is a mean old witch like that some times.
Right now you are ahead of most of your peers and will probably always be a bit bustier than the average woman but on the upside your breast will be done growing sooner than most women's.

For you, yes. Everyone's bra size is different. By the time I was 13, I was already in a D cup, and now I'm in a DD. You're growing faster than others, but it's normal.

Sweety by the time I was 11 I was in a C cup. It's normal for you and you are developing faster than others. I hated the fact I was so chesty at that age. So, I understand that you may be uneasy at the size of your chest.

I would say that it's 100% normal. Especially if the women in your family are "blessed." Most girls hit puberty around 13, so I am sure you're right on track. I remember being 13, and I would have LOVED to fill out a C cup!

Sure honey thats perfectly normal. Everyone's body grows different. And I don't think that will be a problem for the guys either when your're a little older :)

sure it is! you just have a naturally large bust! I'm turning 16 in the beginning of october and am the same size as i was in 7th grade... 32A lol. everybody's different.

Of course, it's normal. Everyone's grows are different. I don't think, it's will be a problem with that. You are perfect fine.

It's not abnormal. All women have different sized breasts. Don't let anyone tell you different.
