I normally don't like chemicals. But for poison ivy, all bets are off and I use Round Up on a windless day. Try to protect the plants you want to save though: The stuff does kill.

Once the poison ivy is dead, you'll want to put on long pants, long-sleeved shirt, and a thick pair of gloves, and bag it for the garbage collection to carry away. And make sure to wash everything promptly when you get done.

Bleach, pour it directly on the roots and only on the ivy roots, that will kill it.

the best and safest way is to call a landscaper or gardner and have them take care of it.
