Yes, but it's a lot of work and it may cost a fair amount of money.

1) Measure the afflicted room and write down the dimensions.

2) Rip up the original flooring to expose the sub-flooring. It is probably unlikely the original wood flooring will be re-usable; so I would not count on it.

3) Remove all partially installed nails. Remove any remaining adhesive with a good solvent.

4) Rent a floor sander and remove any high spots.

5) Purchase floor leveler. Read the bottle to determine how much you need based on your room dimensions.

6) Follow the bottle's directions for mixing and application.

7) Once the floor leveler is cured, take the floor sander and go over any rough spots.

8) Install your new floor.

If by skirting you mean baseboard....Run 1/4 round and you won't see the uneven gaps anymore.
