Some movie director thought it would look good. In the 30's they used this instead of showing the actual kiss which was a sort of taboo.

Well, perhaps it is an unconcious attempt to get closer to the person they are kissing.
When you raise your leg like that, you naturally shift your body weight forward.

if during kiss... the person was able to concentrate on reactions of vaious body parts... then the kiss itself is insignificant

To be a bit more graphic - it is at least symbolic of opening her legs - and starting to wrap them around the guy. She wants him between her legs. That's pretty significant.
