do a google for tweakui and download it, then install it. Use a function in it called the "rebuild icon cache" it should fix the problem.

a little more explanation on mybrandinginfo answer:

Your system has a lot of unused, broken links. Each time your computer boots up, it runs through each line of programs and puts on screen those that appear on your screen at startup, but in the meantime it automatically runsthrough each line of data, usable or not.
If you have broken links, some programs will run partially - hence your messed up icons. A registry scan will go through your programs, suggest files that need to be deleted, fix or repair broken links and scattered data, and help remove fully programs you have uninstalled and open up free RAM (random access memory) so your computer will run more efficiently.
Most registry scans are available to download online. Most of the free ones are pretty good. It's best to try one or two different ones to make sure the other catches what the first one missed.

Most of them are pretty safe to download.

Hi,
Looks like a graphic card problem so try this go to Control Panel > Systems > Hardware > then select Adapter then right click to Update Drivers. Hope this helps you.

One other possibility is your color depth has been changed - some ill-designed programs will do this. On an empty area on your XP desktop (assuming you are running XP, it's not stated), right-click and select Properties. Click on the Settings tab and ensure your color quality is set to the highest setting.

There is just an issue with the registry is all.

Either restore your back up registry - use system restore to go back in time to before the problem - or get cc cleaner to fix the issue (probably the easiest option)
