A thermometer gives a reading of 97.1°F (plus or minus) 0.3°F. How would I figure out the uncertainty?

Well the accuracy of the the reading +/- 0.3 deg F is the uncertainty to some level of probability. Usually this is a one standard deviation uncertainty so teh reading is ~ 68% probablte that it is correct. Not sure what you are looking for beyond that. You can ratio the accuracy and temperature to get a percentage value.
