Democracy is a form of government in which all citizens of an area get to vote on each issue at hand, and the results of this communal voting are what determine legislation in the area. It is not used very widely today, but some of the greatest classical city-states (Rome and Athens among them) made use of it during parts of their history. Due to the common mistake of using 'democracy' to mean a republic form of government, true democracy is sometimes called 'athenian democracy' after Athens.

Democracy is representative government ruled by the majority.

What makes 'real' democracy unique is that when the majority takes power, they are charged with the protection. advancement and inclusion of the minority.

Example:
Hugo Chavez was 'democratically' elected to power in Venezuela.
He took that to mean he had a license to Jail, Murder or Expel members of the minority and begin to rule by decree rather than through public representation.
Chavez has already rewritten the constitution, stacked the courts and begun throwing political opponents into jail. And some say he is now looking beyond Venezuela's borders. With billions of dollars in oil profits, Chavez is buying advanced Russian fighter planes and helicopters, dramatically increasing the size of his armed forces and integrating it with Cuba's.

Although he was elected through a democratic process, no one could confuse Venezuela with a democracy.

The definition of democracy has been expanded, however, to describe a philosophy that insists on the right and the capacity of a people, acting either directly or through representatives, to control their institutions for their own purposes. Such a philosophy places a high value on the equality of individuals and would free people as far as possible from restraints not self-imposed. It insists that necessary restraints be imposed only by the consent of the majority and that they conform to the principle of equality.

I is government in which people vote on issues that concern them. i think it is the best government that has ever been devised, yet it is currently under attack from socialists and aristocrats on both sides.
