What kind of help is there in the state of PA for people who hoard? Then live in filth. What can I do?

Contact your county public assistance office. They can refer you to the county division of mental health. Hopefully they will do an inspection and determine if the hoarding is due to a mental inbalance and refer them for help, or if the case is severe, actually step in a do something immediately if the person has put themselves or their family in jeopardy due to their actions. In order to get the ball moving, someone, somewhere has to push it. Good luck. You involvement should be kept confidential so you shouldn't feel that you are doing something bad, too many people just stand back and watch family units self destruct and implode as 'it's not their place' to get involved.

Contact the county health department where the house is located. If it is unfit for habitation, the country will force the people out and into temporary shelter.
