Could be, but not necessarily. It could mean that you're cool and refreshing on what would otherwise be a stagnant, hot summer day... or I suppose it could mean that you're indiscriminately destructive, but if that were the case, I'd hope one would say you were like a tornado, hurricane, cyclone, or something like that.
I prefer to think that "like the wind" would mean something much more positive - like, a breath of fresh air, light, yet strong. Let's face it, unless you're one of those every-hair-in-place kind of people who wears way too much styling product, feeling the wind blow through your hair is a singular sensation. It is a mysterious yet powerful force indeed.
