There was no government, thus some of the colonists thought they could leave and do what they pleased. The Mayflower Compact was written as a temporary form of government until an official form came from England.

Well the ONLY one of your choices that fits is #4. But that is a VERY poor answer. Of course the document framed their whole venture as,
* "undertaken for the Glory of God, and Advancement of the Christian Faith, and the Honour of our King and Country" (note it is NOT just about the King and not specifically "to declare allegiance to him")

But that is NOT the specific purpose of the Compact itself. The answer to that question is found in the basic statement "we. .. do. . . ". Here is the main part. . especially that beginning with the SECOND "do":

"we. . .do. . . covenant and combine ourselves together into a civil Body Politick. . .
And by Virtue hereof do enact, constitute, and frame, such just and equal Laws, Ordinances, Acts, Constitutions, and Officers, from time to time, as shall be thought most meet and convenient for the general Good of the Colony; unto which we promise all due Submission and Obedience."

The point then was to pledge to form a GOVERNMENT to frame just laws which they all agree to follow.

Note that a key reason for all this was to keep the group TOGETHER. There was some fear that some members of the crew would wander off on their own.
