A thought experiment.
Post 1945 explosions in population coincide with a general decline of the standard of living for the 3rd world poor- clearly an inextricable link between endemic poverty and overpopulation.
We have few and finite resources and not all nations will be able to effectively (most always the poor) feed and employ their populations. Soon the world population will be 7 billion- mainly in Asia and Africa- which will require massive levels of new jobs alone merely to employ new job market entrants (in addition to existing ones).
This is not feasibly achievable and we will constantly have a continuous growing gap between wealth and poverty with all the ills associated with poverty and societal wealth gaps.

Is the quickest, easiest most humane solution to simply nerve bomb overpopulated nations so that they may grow viable economies rather than sapping resources by focus on poverty segment basic needs and instead attain parity with 2nd tier nations?

Why do you think these countries are in such a state in the first place? What, they're too stupid to get it together? No, it's courtesy of the west screwing them over and being increasingly greedy with regards consumption of resources. Aside from the obvious moral implications of going for the war criminal of all time award, all we actually need to do is help rather than hinder these countries. There is enough food to feed everyone in the world, and with a little forethought there is no reason this needs to change. What we need to do is start thinking long term- rather than seeing these countries as parasites (ironic idea, to say the least), we should see them as a future investment. That means helping out with birth control, agriculture, and coming up with mutually beneficial ways of harvesting their resources rather than stealing them through exploitative money lending schemes and war. Oh yeah, and if we stop bribing their officials they might actually get some effective administration in countries like Africa.
What happens to our planet after you've used all these nerve agents on such a wide scale, anyway? You are familiar with how weather patterns work, I take it...

What the hell are you saying? Genocide? I'm an American and I'm assuming you are too. Don't you think that there is enough killing of innocents in the world as it is? Do you not cringe when you read of the atrocities in Darfur and other countries that are being destroyed in such a fashion? Is the illegal war in Iraq not enough for you?

This has got to be the most ignorant question I've read in a long time.

Mass murder as a method of solving problems has been tried before in history: Hitler is just one example of such thinking. Your idea is not only morally wrong, it is downright stupid: would you shoot your brains out if you get a headache?
