Small can of lysol to spray the seat before putting the old standby of TP on it.

If you're busting to go, look for the cleanest toilet, wipe the seat with toilet paper, do the biz, wash your hands and depart. If it's a clean loo, you'll only get your own splashback. If it's a dirty one - don't use it, find some secluded bushes. Don't spend your time worrying about whether or not you should carry soap. There's more to life than hygiene.

Don't sit down on the seat, bring your own antibacterial soap, and for the splash back.. put tissue in the toilet before you use it. I use wet wipes at home.. or bring them with me when im on my . Some restrooms provide the little toilet-seat covers.. otherwise use toilet paper to sit on.

to avoid splashback, shove a load -well not too much- of tissue in the toilet before hand..

i don't understand how public toilets get into such a state! if everyone cared about things like you or I do.. then, we wouldn't have publictoiletaphobia =[

I get laughed at by family and friends for taking my own toilet paper, Lysol, Sani-Wipes with me everywhere I go, then they all want to borrow when they've got to go.
I absolutely agree with the first answer, DO NOT SIT DOWN.
As for splash-back, try to get somewhere that is reasonably clean, ALWAYS flush before you sit down.

I am becoming really anal about public toilets. I have started taking out toilet wipes and the antibacterial handwashes that you just rub into your hands.

Anything more than that would be an OCD I think.

pour some rubbing alcohol on the toilet seat, place a toilet rim cover, place tissue paper on the rim

Keep tissue with you at all times and hand hygeine gel as they can fit in your pocket and DONT sit down :0) or even better go anywher if your in a field it great just mind the nettles not to good x

germs can jump upto ten feet so it doesn't make much different, the floor is probably dirtier than the loo seat, and if you want to avoid splashback, don't have a poo
