Late spring and late summer and early autumn, or May-June and September-October.
Which towns is harder to say, as so many are nice.
A lot depends on what you like.
London has everything, but it is huge, crowded and expensive.
I like the smaller towns, and the country side.
Winchester, Bath, Lake district with Windermere, Exmore national park, Cambridge, Ipswich, and you can go on.
In Wales: Conwy, or the Brecon Beacons National park.
In Scotland: Inverness, Edinburgh.
If you like shopping, midsized towns might be better. But as I do not, I can not tell you which ones are the best.

Summer, despite the rain we had this summer I still think its the best, its warmer and normally dryer.
As for places to visit, I would go to Warwick, Leamington and Stratford, they are all really nice places to visit. (But I live in the midlands so I would say that). It reallly depends what your looking to see.
