I live in Norway. Can I call a locksmith? Or the police? How much will it cost?

First, I would call your land lord. Most of the time, they have an extra key and can let you in.
If that doesn't work, yeah, call a locksmith. As for cost, I have no idea. In the US it would probably run around 50.00, possibly more since it would be a Saturday.
I would skip the police as they tend to be a little destructive when trying to get in. Not on purpose, they just don't have the same tools that a locksmith does.

Silly question maybe, but did you leave a key with someone, like to water the plants or check on the mail?
If you arrive late in the evening, would it be possible for you to stay with someone till business hours on Monday?
That would give you time to get organized and you would avoid the extra cost of getting a professional out in the weekend.
And keep proof of you living there handy, or tell the locksmith what is in a specific drawer. So he can see that you really belong there.

If you rent your apartment your landlord should have a copy of your key. Try calling him/her. If not a locksmith will get you in. It would cost about $100 here in the US. I am not sure about Norway.
Worst case scenario, you could get a sneaky friend to break in. We all have one of those.
