I've done so a couple of times, both mvoing and parking, but noone has ever come up and tickled them. I read once about someone who had an accident on his motorcycle by being unable to resist the urge to tickle a pair of bare feet sticking out of a window.

I have, but only when driving around 80kph (and I am the passenger). The gentle breeze feels good on my bare feet.
