Have you ever seen the mountains chain in Northern Iraq or the deserts? I don't think so or, you wouldn't ask these questions.
The U.S. Army Rangers and Special Forces and, the Seals, have been running around for four years in the mountains and caves in the area. There are as many caves below ground these terrorists live in, as above ground, some are thought to be miles underground with many exits and entry points.
I was a member of these elite forces and, I can tell you they are probably living night and day to capture this monster if, they can find him, they eventually will but, at what cost?
The Air Force has used both target and spread bombing, leveling some area mountains, dropping thousands of tons of bombs on these mountain ranges.
The ground forces ave walked through and covered thousands of these caves and tunnels, some are big enough to hide entire cities.
What do you expect the war machine to do now? I have an idea, what don't you enlist and give them some of your ideas, join the Army Rangers and, see what they go through, it will be an experience for you.
Have you ever jumped out of a plane at 10,000 feet at night over enemy territory and have to make your way back to friendly people? try it but, don't put them down, they give their lives to do their jobs and, they do them well.

Besides the 10+ years that he has been the #1 wanted criminal in the world, the fact that multiple countries are looking for him, and the $25Million reward for his capture, bear in mind the multitudes of people willing to help him stay free from arrest. Look at the mountainous regions in Afghanistan, Pakistan, the Caucasus region, Russia, Iraq, and the southern portion of the former Soviet Union. UBL has thousands of miles with which to hide, people who will cover his tracks, and the fact that he does not come outside but very rarely nowadays. There were 2 videos recently released with him speaking on tape about the jihad still ongoing.
UBL is very intelligent in that he does not come outside unless warranted. He has multiple layers of protection before even getting close to him, ask the reporters fortunate enough to have gotten into a face-to-face interview with him. Watch Al-Jazeera television and you'll see him on there from time to time. He is still there, and his threat is still real and credible.
The military has been conducting a massive hunt for him. There are those detractors that thought we'd never capture Saddam Hussein, and where is he now?? What about Manuel Noriega?? Hitler?? Additionally, the military is handcuffed by the policies of the government in that they cannot run the war the way they want (and should). Look at Vietnam and how drawn out that was, and compare that with Desert Storm I in 1991.

Is the us who's not doing enough or he's good at avoiding arrest??
I don't know, but i'm sure it'll be a great push for bush to capture him, if he doesn't he won't have anything worth mentioning in his CV.
