I would pick either Ireland or Australia. Great economies and lots of history.
I wouldn't pick France or Canada. I would love to visit both places, but they don't interest me in living. First off, I believe in the death penalty(I'm sure that will get me some messages though I hate G.W. Bush) and Canada has not done anything significant in the world as of this date. I want to live somewhere where I can be proud of my country of residence. France is beautiful from a distance and has unmatched culture, but it is very dirty when you get close up. [No offense, but that is what was wrong with New Orleans even before the hurricane. Bourbon St and the French Quarter are cool, for Mardi Gras and for partying, but it is just a stinky place and is very trashy(meaning lots of trash on the ground) the rest of the year.] It is ok to visit but not to live!

If you are forced to move to another country you're at the mercy of the trafficker.
When I moved to Switzerland (voluntarily) we were told we had to register with the British Consulate. When I asked why, I was told that, in the event of conflict we would be repatriated. I didn't say it, but I couldn't help thinking that in the event of conflict, I'd prefer to stay in Switzerland!
