We just got DSL & the phone guy came out to fix the lines for it. He replaced the junction box at the end of our driveway & said our phone lines should work better now because the old box was a real sensitive type. (If we had a storm our phones would go out) & they do- less static too. Also had problems with old supposedly disconnected line that was touching the ground & would short out line if it rained, & the time wasps built a nest in the box.
So prob. do have problem in your line or box & a phone guy should be able to track it down with their testing gadgets.

It sounds like the box outside needs to be replaced, I had this happen a few years ago, only reversed, when it got cold it would stop working, so we had the box replaced, ever since, no problem. Call your local phone company to have this done.

Your area probably lost electricity due to a high surplus of electricity going through people's houses for air conditioning and cell phones lose service when the power goes out. So that's probably what happened.

Maybe the cables aren't designed to withstand heat reaching 100 f, and melt.
