does tv tuner card reduces d performance of cpu?
if yes why?

Hardly, for a Core 2 Duo with 2x512mb RAM (on dual channel mode).
My Leadtek TV 2000XP just takes up 19mb RAM on TV mode and half on FM mode.
I ran Super Pi 1M on an E2140 (w/ dual channel RAM). Results were the same w/ tuner ON or tuner OFF.

Yes it is, as ANY software consumes system resources, including RAM, virtual memory and CPU performance. But it's temporary : Restart your PC and the performance's back to normal.

It's called cpu utilization. Think of a computer as a boat and a program as a person. The more people you have in the boat the slower it goes.
