step 1- get parents' approval
step 2- start acting in all the school plays
step 3-get a mentor
step 4-start a reading program
step 5-take speech and drama in school
step 6 (somewhat later) take professional acting classes
step 7-when you are accomplished enough an actor to compete with the best of them, get an agent.

get to know your craft. take acting classes, audition for local plays, commercials, student films...ect.
and for the crying thing, soemone once told em that it isnt really something you can just do right away, i mean, if someone is like "ok, cry." it's gonna be hard. but when you are playing a character and you can really relate to that character, you feel what they are feeling when acting so say that characters parents just died. if you really know that character, you are that character when acting so you feel that emotion as well. so the crying would just naturally come because of you emotions. i mean, im 13 too and really want ot be an actress as well. i kept trying to get myself to cry. i mean, i would like think of all the sad things that have ever happened ot me and i could do it, barely, but i could. then, i talked to my acting coach and they told me that. so yeah.

Kids shows and commercials. Think Nickelodeon and Disney. Young actresses like Lindsay Lohan got started young. You can too, you'll need to get pro headshots done, and ideally get your parents on board, they'll be the ones that will push your career. Look through craigslist.org for auditions and backstage.com.
