We looked up the possible side effects to his drug - and being outside of reality is one of several effects we see in him.
In the past he, unprovoked, assaulted another neighbor.

Our most recent awareness is the possibility he has booby trapped his property with lethal weapons to keep burglars away.

If he has placed projectiles, such as guns, those of us in his line of fire - in our own homes - are at risk.
How best to protect people in our neighborhood?

Is there a legal proceedure?
What are our limitations?
Who do we contact?
What "proof" do we need?

call the police cause he is breaking law endangering community let them and the district attorneys deal with it.U can't contol what he takes that's his busy but waepons etc are the cops buisness. If that does not work start after polticians and if that does not work try media

This does not at all sound like "prescription drugs". It smacks of Methamphetimine. I know of no prescription drug that would cause such paranoia. Who told you it was prescription? Your neighbor? Is he up at all hours? All the signs of Meth use are there. Call the police if he gets violent. Make an anonymous call to the local drug hotline, I am sure that they can help lead you in the right direction. If he goes really nuts, the mental health assesment team will take him in on a 72 hour hold. If there are kids in the house, call Child Protective Services. You can try a civil restraining order, which limits his distance to you, but be careful, he may just figure out who is snitching on him and try to exact some type of revenge. I feel for you. Try the police first. Good luck.

You start by organizing other neighbors who see him as a threat. Draft a petition and submit it to the police. They can't ignore the situation if a healthy number of citizens come forward.

the police might pay attention to it call 911 and see and let them know you fear the set up.
