It probably wouldn't bother you if they paid their rent and did live there :-)

I would start whatever proceedings were necessary. Does your tenant have a lease? If they have a lease then you probably need to do more legal work to get them out. I know in NY state it is a pretty lengthy process to remove someone, much easier if the lease is up or you are going month-to-month with them.

If they are on a month-to-month agreement give them their 30-day notice (it is a great day to do that, being the end of the month). Make sure they really get whatever documentation you are sending them. Certified mail is best because SOMEONE has to sign for it.

You MUST refer to your lease agreement. That is the binding document that will answer your question, but if the tenant has abandoned the property and is not paying rent, you surely have rights under the law.

Absolutely. You should start eviction as soon as they're late. If they're not paid up, start immediately.
