None of the computers costing under $1000 are going to have a lot of GB's of RAM when you buy them. You can, however, buy a moderately priced PC and upgrade the RAM and video card to make it a WOW killer. There are hundreds of places online to buy a prebuilt PC at just about any price point. There are also a lot of good places to go near where you live (I would think anyway). The key is to get the best processor, video card, RAM and ethernet card you can afford. The cheapest way to get a great PC on a budget is to buy the parts separately and build it your self. You can get the parts from online places like newegg.com or tigerdirect.com or from local places like Compusa or Fry's. Or, you can get a computer with a nice big case (bigger is easier to upgrade) that has a AMD Athlon 64 X-2 or Intel Core 2 Duo processor and a good motherboard like the ASUS A8N-E, Abit or EVGA. The rest is easy to upgrade, so it doesn't matter. Upgrade the cheap junk the makers put in the PC you buy with good parts like a Killer NIC ethernet card (if you want to play WOW a lot you need a good ethernet card); NVIDIA GeForce 7600, 7950 or 8800 (If you are going with Vista, you might as well get a DX10 card like the 8800 even though the 7600 or 7950 will work great with WOW; 2GB of Corsair or Crucial RAM (most PC's with a high end processor will come with 512MB or maybe 1 GB of RAM but you really need 2GB to really play many games smoothly) and at least a 430 Watt Antec or Enermax power supply to make sure everything has enough power. Most retailers carry at least one PC that has a good processor mounted on a decent motherboard. I would recommend going to a place that has in-house tech support like Circuit City, Best Buy, CompUSA or Fry's if you are going to a local store. That way, you can get a hold of a tech guy and have him find out what motherboard the PC's they carry have in them. The motherboard and processor are the hardest and most expensive to upgrade and also make a big difference as to what else you can upgrade on the PC so, pay especially close attention to them. The RAM, video card, power supply etc are easy to upgrade and can be done later with parts from the net or from specialty places.
