How would I go about reporting the abuse of an adult mentally handicaped individual?

I live in Missouri and I just moved out of a friends house. I was renting a room from her and her husband and her husband is very abusive toward her and also toward his 25 year old mentally handicapped sister.. I know that nothing can be done about my friend getting abused unless she presses charges against him, but what about the sister..she's mentally retarded, isn't there some way that I can turn him in for abusing her?

Or simply call your local Division of Family Services and see if the could help. Or even the Local police Dept.
