The Celeron D 2.8 GHz is about twice as fast as the Pentium 4 1.6 GHz.
Note: these processors are slow by todays standards.

Lower performance Index is faster

Pentium 4 1.5 GHz Performance Index = 4:56
Pentium 4 1.6 GHz Performance Index = 4:48 est.

CeleronD 2.8Ghz should be better because of sheer speed but both are outdated, inefficient and outclassed when compared to the new, cool running Celeron 420/430 (Conroe L) or Pentium E2140/E2160 (Core2 Duo).
