I think it's 2 accomod8 the population centers & natural boundaries of the area. If u look @ a map of the world's thyme zones, Russia's four western time zones r separ8d by a coupl'a hours (3 PM in Moscow; 5 PM in Yekaterinburg; 7 PM in Novosibirsk; 9 PM in Čita.)
Also in Europe, it's a hour behind in the British Isles even thought they're directly south of France, Portugal & Spain. In fact, almost all of continental Europe is under one time zone; only Finland & other countries directly south of it, including Greece, Sudan, & S. Africa, r ahead of the rest of Europe.
China, 4 some reason, falls under one single time zone. That's got me scratchin' my head cuz it can b broad daylight in Tibet & dark in Manchuria, & it could b five o'clock everywhere!

Like everyone has pretty much said, there are political reasons.
An example of this can be demonstrated by a fun trick question:
What is the easternmost state of all 50 states? Alaska
What is the westernmost stae of all 50 states? Alaska
The 180 degree longitudinal line goes through Alaska. Therefor it is where you'd be if you go as far east as you can before hitting the Western Hemisphere and vice versa. But, international polictical agreements have the Int'l Date Line wrap around Alaska to its west.

People want to keep states or cities or countries, or economic areas in one time zone. If you look at a US time zone map, you will see that there are some breaks that don't follow state lines. Except perhaps in states that run a long ways east/west, this happens when some counties in one state actually have more economic ties with an adjacent state than the state they are in.

Political mandate... Time zone determines when business can be conducted from zone to zone.
China, for example, is officially in one time, even though the country crosses four geographic time zones.

Well you wouldn't want a city where on half it was 6:00pm and then the other half is 7:00pm.
Mostly they go around countries, except on like big countries like America they have 2 time zones
Also don't you mean latitude?
