I'm not 100% on this one but I am reasonably sure that they won't let you in (Legally) if you have a criminal record. I think that they are pretty strict on that and I don't think they distinguish because of the crime, so whether you didn't pay your TV licence, or if you murdered someone, it is all the same to them.
You would have to put in a request at the US embassy in Grovesner square for a visa anyway and I think that is one of the questions, so it would probably be a good idea to ask before filling in the form.
If you don't tell them and they find out which, given the security state of America at the moment, is very likely, you could find yourself at gitmo bay or somewhere equally reprehensible because they are so paranoid, or put on a plane back, which would ruin your holiday to say the least. Maybe you would be better going to Canada and trying to get into the US that way if you are really desperate, personally I wouldn't bother.

You can't as far as I can find out for you. They do I think make an exception in cases where the offence was very minor and committed prior to the age of 17 and if the sentence has been served, but such exceptions I think are rare, sorry I can't be more useful to you
