It's impossible to say definitely. If static friction Us is greater than kinetic friction Uk (as it often is) AND the driver of the nonslipping car accelerates right at the edge of slipping, he wins. So possibly b). But possibly a) if Us = Uk and nonslip driver is at the edge, or c) if Us = Uk and slipping driver, when he is not slipping, is closer to the edge than nonslip driver.
