i need to know because at school if we find out we get 10 popciles

It means something is really bad.
Ice is used to preserve things, and if you freeze something, generally it isn't going to smell much after it's frozen. If it "stinks on ice", it's so rotten, even freezing it won't make the smell go away.

You put something on ice to preserve it so if you say "stink on Ice" you are saying that something is so ROTTEN that even if you put it on ice, it's not going to make it any better It will stay stinky. This is an old saying from way back.

Ice suppresses smell. To stink on ice is to reek so badly (whether in an actual sense or a metaphorical sense) that everyone can "smell" it

A couple of things:

First, it's a chat acronym
SOI = stink on ice

Second, it comes from Mel Brooks’ “HISTORY OF THE WORLD”, part I -- where this is said: “The lower class, they are revolting. You said it, for they stink on ice.”

My take is that it refers to something being really awful.

Could be that it means just like ice picks up odors from the environment around it, that's how close how close someone will get to you or in your face.
