The first place to the right of the decimal represents tenths. The second represents hundredths. Zero decimal is equal in each number meaning there are no whole items represented. Next you compare the place just to the right of the decimal. 0.45 has 4 tenths or 4 parts out of ten. 0.9 has 9 tenths or 9 parts of a possible ten. (If there were ten parts as in .5 +.5 then you would have 1.0 or one whole set or unit. So in this case 0.9 is greater than 0.45.
You can think of it as money. To the left of the decimal are the whole dollars. In the first column to the right you have the dimes and in the second column from the decimal you have the pennies. 0.45 is no dollars, 4 dimes and 5 pennies whereas 0.9 is no dollars nine dimes and no pennies or 90 cents. Remember tenths are ALWAYS just to the right of the decimal and hundredths is always next to the tenths. Changing it to money in your head can make it make more sense. See $0.45 is forty five cents. So $0.90 is a larger sum at ninety cents. Adding zeros to numbers at the right of the decimal does not change the value, it just says 9 dimes and no pennies, the same way .9 says 9 dimes only which is still 90 cents. Good Luck
