No it's not legal for street use. All cars/trucks drove on the street/roads must have an exhaust system that includes a muffler to reduce the sound levels of the exhaust.
Also by fed law all gas cars/trucks made from 1975 to now, must have a cat converter in the exhaust system along with the muffler.
If it's an off road, trailered to the race track, woods, trails, etc type car/truck then you can run with out muffler(s) if the track allows you too.
Even some race tracks says you have to have muffler(s) to be legal to run it.

well technically all cars have mufflers some do not but only have a resonator farther up stream. Most cars have a cat a resonator and a muffler in that order. Some cars are quiet enough with just a cat and a resonator. In california it needs to be lower then 93 decibals, or close to that number, i can't remember. But the muffler does nothing to clean air only make exhaust quieter. So it can be legal if the stock resonators are able to quiet enough. A total straight pipe with nothing is illegal.
The dodge srt-4 is a car that i can think of that does not have a muffler but only a resonator, but turbo cars tend to make exhaust pulse more even and a little quieter.

You can get the same jollies of sound by trading your Dodge for a motorcycle and changing its muffler system. You have a greater chance of avoiding a ticket from Smokey.

As long as you have a cat your fine. I knew someone who had a mustang GT without mufflers and that sounded good. He had cats and resonators. My SRT 4 does not have mufflers and it came that way from the factory. Well I did upgrade to a 3" MPX exhaust though, but that sounds good too.

Only thing needed to be legal is cat converter if required and the vehicle has to meet noise level standards in you area--if a straight pipe exhaust produces a low enough noise level, it's legal.

Second if it was truly illegal to have no muffler why the **** does my car have a muffler delete kit on it? 100% legal done by a licensed mechanic? ******* riddle me that.

My guess is that you are not too loud. But some one on youtube did mention about burning too much oil. I would agree with him... too much blue smoke.
