ok so the constitution has comparatively little to say about the stucture and composition of the Supreme court, although, the constitution does specify the two basic aspects of structure and composition for the other two branches.

The Congress passed laws providing the specifics of the structure, functions and organization of the Supreme Court because the constitution provides only the basic framework of the court and it need not give the details because it will be a long constitution.
