That's impossible. The only thing you can do is get an electrostatic air filter to help remove the dust and keep things as clean as possible. Dust is everywhere and nothing you can do is going to stop it. Here's an excerpt from an article on household dust:

"Dust is made up of a variety of things from blowing dirt, bacteria, pollen, pollutants, molds, animal dander, hair, decomposing insects, fibers, dryer lint, insulation, dust mites and their excrement, and mostly, skin flakes that humans shed"

WhenI lived in the desert, I would use duct tape to seal the doors and windows on the west side of my place. Sand and red dust still blew in. There was always a pile of it by the door and the windows on the west side.
Don't try to tell me that it was all old skin cells.

While this wont keep you house permanently dust free. It is a good idea to vacuum everyday and to change your furnace/AC filter at least once a month... I like to use microfiber cloths to dust they use no chemicals and they are reusable just don't use fabric softner or softner sheets to wash them or they don't work properly... I dust about once a week.. Vacuuming helps alot !

Keep all windows closed. However most dusts are from your skin.

There is no way. If you seal up your house so tight that there is no dust, then there is no air, and you die.

I hired someone to clean my duct work for our cental A/C who suggested I line the room vent registers with cheesecloth material, as well as keeping the filter replaced often.

have it completely empty and air tight, make sure no one has ever been inside it and no one is ever going to go inside it and I don't think any dust will ever appear!

Actually thats not mostley dust, it's you skin cells exfolliating . Sounds gross but true!
