I know how to figure out the slope or m value but if for example y is decreasing by a rate of 4 units per 3 unit increase of x, what does it tell you about the slope and y intercept.

This means that the slope of this line = rise/ run = -4/3. The y-intercept is the point where this line crosses the y-axis, but I don't think you we're given enough information to know where to start graphing the line.

it tells you that the slope of the line is -(4/3)
slope equals 'rise over run' in your line the rise is actually a decrease of 4 so that makes the slope negative, and the decrease is over 3 units.
So your slope is -(4/3)

You don't have enough info to determine the y-intercept.
The formal equation is Y=MX+B where M is slope and B is a constant. You don't have B.

slope = rise / run

the slope is a - 4 / 3 every time you add 3 units to x than y increase 4 units

by the way a right triangle with one side 3 one side 4 will have a hypotenuse of 5

i think the line is y=3x-4
find y-intercept using x=0!
