A rational number can be put in the form p / q where p and q are integers.
2 and 3 are integers therefore 2 / 3 is rational.

yes; the definition of a rational number is one that can
be expressed by the fraction a/b where a and b are
both integers, or whole numbers.
The fraction 2/3 fits that definition.
