The largest city in a state is not necessarily the state capital. In fact in only 17 of the fifty states is the capital the largest city.

just because of the size of the city. if a city has a big population it doesn't mean that it's automatically the capital! if that were so, NYC would be the capital of america, not washington dc!!!
