It is broken and only the base and part of the filament are in tact, i got shocked trying to replace it once before, also, the pulldown string to turn it on is broken as well...

Shut off the breaker that feeds the circuit, and use a pliers to unscrew the base shell. I would just buy a new pull chain socket and replace the whole thing since the chain broke anyway.

Cut the end off the big end of a carrot. Stick it in the socket and turn the broken bulb out (counterclockwise). Or you can use needle nose pliers to grab just the very end of the screw in metal part of the broken bulb. If it's not to tight you will be able to turn it out. If the string is broken inside of the fixture you will have to take it apart or just buy a new fixture. I highly suggest you turn the power off at the box before starting. If you don't know how to do it ask someone for help. It's not a hard thing to do. Good luck.

Potatoes are wet...dripping potato juice onto your hand could carry an electric shock. Instead, take a 'regular' sized candle, heat the bottom of it with a match for a few seconds to soften it, then push it into what's left of the bulb's base and unscrew the remnants out.

I have heard that sticking a potato firmly into the socket and then twisting it out will work.

cut a potato in half and jam it onto the broken shards of light bulb. Then you can screw it out.

Flip the breaker first, or you can hurt yourself.
