Is there a law in SC limiting the number of people living in a single family dwelling?

Normally that is defined by local laws based on the size of the place (floor space and toilet facilities). A 20-room-mansion can easily hold 15 people; but a 4-bedroom house would find that tough to manage.

Contact your local Fire Marshal if you suspect there is a violation.

There are several such laws. They're called Zoning Ordinances, and it depends on the city.
