What differences have you observed between two agencies attempting to meet human needs in your area?

I've noticed the difference in different areas. In one city or state they will give you the shirt off their backs. In another they will take the shirt you do have. What a world. It varies somewhat by agent, even, and what you say and your attitude that day. lol
