who were the authors (NOT THE PEOPLE WHO SIGNED IT). and where was it written?

baserunner is close -- John Dickinson chaired the committee that wrote the FIRST draft of the Articles in 1776, and as chairman he would have had the main role in doing the writing. (What's interesting here is that Dickinson OPPOSED declaring independence --as not timely-- voted against the Declaration and did not sign that document. Yet he took the charge given him very seriously.)

BUT the document was debated and changed significantly during the next year --the final form was drafted the following summer, and finally passed in November of 1777.. (In fact, Dickinson's original form had a STRONGER central government!) Since these changes were made by Congress as a whole, it is impossible to name one or a few individual who "wrote" it.

Location -- the initial work took place where MOST of the work of the Second Continental Congress was conducted, in Philadelphia (officially meeting in the Pennsylvania State House - now known as Independence Hall). BUT the document was finalized and passed when Congress was for a time (September 30, 1777 – June 27, 1778) meeting in YORK Pennsylvania. (These moves were occasionally necessitated to avoid the British armies.)
